State Treasurer Denise L. Nappier and NCC President David Levinson spoke at a press conference on Sept. 14 in celebration of College Savings Month. Held at the Stepping Stones children’s museum in Norwalk, the event was designed to provide essential information about Connecticut’s CHET (Connecticut Higher Education Trust) program, a state- sponsored college savings plan. Nappier said that Connecticut families trying to pay for college are faced with “a perfect storm of financial challenges: rising college costs, diminishing federal aid, and increasing costs of borrowing.”
